Q: Is this now the 2021 upgrade with the new in ear mic?

This is the 2022 upgrade V4C plus. However, it still comes with the traditional over-ear headset. I believe only the FBIM model comes with the in-ear headset. I ended up going to the EJEAS website and ordering three in-ear headsets directly for my set.

Q: If i pair 4 of the v4c plus units, will they maintain their pairing when turned off or do they have to be reconnected each time they are used?

They should retain their pairing as long as they are used regularly. I let mine set for an extended period of time and had to repair them when I went to use them recently.
