This would, it's not particularly waxy. I have babyfine, short hair, I have used this product for years now, and always go back to it as nothing else is as good at giving my hair texture and body.

It will not cause shine, the product gives texture and the ability to tousle and even scrunch your hair. I have very fine flyaway hair, this product really helps give my hair extra body without shine or greasiness.

It is not a specific curl enhancer, it gives texture, and is particularly good on fine hair. It might accentuate any curls you have, but I think it works best on straight or wavy hair.
